Regrettably, a number of well-deserving individuals who made significant contributions died without receiving the Phil Kaufman Award while they were alive. A policy set by the IEEE disqualifies deceased members of the community from being eligible to receive the Phil Kaufman Award.

The nomination committee decided to act with a new posthumous remembrance called the Phil Kaufman Hall of Fame. The first honorees are Jim Hogan, executive, angel investor and board member, and Stanford University Professor Edward J. McCluskey, acknowledged for their significant and noteworthy contributions.
