Many EDA companies use Tcl/Tk for GUI development.

 What are you trying to do?

 The Gnu development environment is also popular.

Java and Tcl have been popular choices.

Ruby, while not specifically a graphic language can enable interesting Web 2.0 effects and is receiving some attention as a verification language as well

Thank you for the information. We are in the research of developing a Tester tool with GUI features. Why shouldn't we use C++ for the speed advantage?. Please  through us some light on this

C++ is fine for speed. Do your end customers ever need to modify the GUI?

 The reason I recommend Tcl/Tk was because it is an extensible language that end-users can customize and the big four EDA companies use it: Cadence, Synopsys, Mentor, Magma.

There are plenty of good EDA tools that are open source available. Java is widely used.
