With simulation you can only verify your design for one mode, for one specific configuration because you barely have time to do that, What Sony is doing is pre-verfying these blocks for the entire spectrum of operating configurations so that they can now reuse them without re-verifying them, If they modify these blocks they can plug and play these HLRs.
