Functional verification typically ends up being the most unbounded problem in the flow. While teams struggle with verification, the root cause of this struggle is the lack of a comprehensive verification plan and automation of the verification process that leverages the plan. This paper describes the problem and presents an approach to verification planning that leads to a high quality plan.
